In the grand goal of building a "national innovation and entrepreneurship highland for private economy", Ningbo is positioned as "new materials and intelligent manufacturing", while Wenzhou is positioned as "life and health and intelligent equipment". Although there is a difference of a few words, it is clear that the two places should have their own emphasis in independent innovation and development.

The Opinion specifically points out that "strengthening the core leading role of Ningbo National High tech Zone" and creating a good innovation and entrepreneurship ecology in southeastern Zhejiang. By 2022, we strive to achieve a R&D investment ratio of 5% in the regional GDP of Ningbo and Wenzhou National High tech Zones, a patent ownership rate of 100 per 10000 people, a proportion of over 50% in the added value of high-tech industries, an average annual growth rate of over 20% in technology contract transactions, and a comprehensive innovation capability that ranks among the top in the national demonstration zones.

In addition to the development of the national high-tech zone itself, it is also required to drive the R&D investment in Ningbo and Wenzhou to account for more than 3% of the regional GDP, with 140 R&D personnel per 10000 employees per year, more than 30000 technology-based small and medium-sized enterprises, more than 5000 high-tech enterprises, introduce more than 30000 high-level innovation and entrepreneurship talents from home and abroad, and invest a scale of 150 billion yuan in private capital and venture capital in the field of science and technology innovation and entrepreneurship.

The National Independent Innovation Demonstration Zone is an area approved by the State Council to take the lead in promoting independent innovation and the development of high-tech industries, explore experience, and make demonstrations.

The executive meeting of the State Council held on March 30, 2016, clearly designated Ningbo as a key cultivation target for the national independent innovation demonstration zone. With Ningbo National High tech Zone as the core, in conjunction with Wenzhou National High tech Zone, it will radiate and drive Zhoushan and Taizhou, and jointly build the Zhejiang Southeast National Independent Innovation Demonstration Zone.

Li Yonghui, Director of the Science and Technology Bureau of Ningbo City, stated in an interview with reporters that Ningbo will make every effort to promote the creation of the Zhejiang Southeast National Independent Innovation Demonstration Zone, providing strong technological support for the construction of Ningbo as a "famous city and capital" and becoming one of the top cities in China.
