Construction content and scale: Shaoxing Changmu New Material Technology Co., Ltd. utilizes the existing vacant land and factory buildings of Zhejiang Dongfang Tea Industry Technology Co., Ltd. located at No. 1 Binzhong Road, Keqiao Economic and Technological Development Zone, with an area of about 8000 square meters, to purchase resin reaction kettle, dilution kettle, dispersion kettle and other equipment to form an annual production capacity of 20000 tons of air drying self crosslinking water-based resin and 4000 tons of water-based coating. The water-based coating project involves a physical dilution process and does not involve chemical synthesis reactions. The total investment of the project is 120 million yuan, including 100 million yuan of fixed assets investment. After the completion of the project, it is expected to sell 300 million yuan and generate a profit and tax of 20 million yuan.

The water environment protection target involved in this project is the central river; The main atmospheric environmental protection targets involved are 5 administrative villages and 1 primary school within the evalsuation scope; evalsuate the silent environmental protection objectives within the scope.
3、 Prediction of major environmental impacts
1. Environmental air impact
According to the analysis of the prediction results, under normal operating conditions, the maximum concentration of the main pollutants emitted by the project, as well as the concentration and contribution values to each concerned point, can meet the corresponding environmental quality standards; After superimposing other ongoing projects and environmental background values, the maximum concentration of major pollutants emitted by the project and the concentration superposition values for each concerned point can meet the corresponding environmental quality standards. According to the analysis, there is no need to set an atmospheric environmental protection zone after the project implementation.
2. Impact on water environment
At present, there is no environmental capacity in the surrounding inland water bodies of this project. After the implementation of the construction project, the discharged wastewater will be treated by the Shaoxing sewage treatment plant and the tail water will be discharged into the sea, without directly discharging into nearby surface water and sea areas. Under normal circumstances, it will not have an impact on the inland water bodies of the park.
Strictly implementing the centralized collection of wastewater in the factory area, and ensuring the hardening and anti-seepage of the factory floor, especially for solid waste yards and easily polluted areas, can prevent groundwater pollution accidents from occurring at the source. Under normal operating conditions, the construction of this project has minimal impact on the groundwater environment.
3. Analysis of Acoustic Environmental Impact
The main source of project noise is intermittent noise. Under the premise of implementing sound insulation measures for pumps and fans in the enterprise, it is expected that the noise at the factory boundary can meet the requirements of Class 3 sound environment functional zones, and the impact on the surrounding environment is not significant.
4. Impact of solid waste
On the basis of strictly implementing the various solid waste disposal measures proposed in this environmental impact assessment, the solid waste of this project can be stored and properly disposed of in a standardized manner, basically achieving zero emissions, and will not have a significant impact on the surrounding environment.
5. Soil environmental impact
Enterprises should do a good job in hardening and anti-seepage of the factory floor, and carry out anti-seepage work on the ground of solid waste yards and easily polluted areas, which can prevent soil pollution accidents from the source.
